The difference is in enrollment from OOS applicants. If PAC football falls off a cliff they lose their best marketing tool to get OOS students. Look at UA and ASU for example, if they increase their enrollment numbers from Texas students they'd be getting a ton more money. Especially since they don't have an exchange agreement for tuition with Texas like they do for California.
Also Berkeley would be #1 if you included UCSF medical school.
