The big difference is large public school vs. smaller private school
Houston has an enrollment of roughly 40,000; SMU is about 12,000 (7,000 undergrad, 5,000 graduate students). Houston is somewhat a smaller version of UCF, where the believe is the large alumni base will "come home" and support the team if they are in a P5. SMU doesn't have the alumni base to have great attendance, though they do have some rich donors that will support the programs.
