Two real interesting points on this 1) it's not just Utah fans who are high on Rising & 2) the XII is stacked at QB
Note that ESPN polled all of their college football reporters and came up with Rising as the #9 QB in college football for 2024. So it's not just a bunch of Utah fans acting like Rising is great. And I'd certainly put him higher than #40 or so....but not in the top 10 the way others do.
He's probably in the 20s as my first guess. But you do have a very interesting point about the Big 12 QBs. In that same article where he's ranked #9 in the country, he comes in #4 in the Big 12 (bed Fifita, Daniels, and Sanders) giving the Big 12 4 of the top 10 ... although the article makes a big deal of the SEC having 4 of the top 10 and makes no mention of the XII doing the same.

Even if Cam is on par with where he was before the knee injury, Utah is only a middle of the road Big 12 team.
