Do you treat all your children exactly the same way? Do you give out the
exact same "punishment" to each child or do you consider the personality and strong and weak points of each child before "punishing" them?
Maybe there are things involved with each player and Bronco, knowing each player 100 times better than you or I, handles each situation somewhat different.
I think Bronco handling each situation, based upon his knowledge and understanding, is a strong point whereas you seem to think each player should be given the same treatment, each and every time.
If one of my girls came home late one night and another one a different night, they would both be subject to having broken a family rule of being home on time (or letting the parents know) but the circumstances may well be different. Each would pay the consequences, but maybe not the same consequence.
Why not give Bronco that same option since he knows the situation?
