I think it's more in the application. I'll give two examples:
#1 When my oldest son went to BYU-I, we went with his roommate to get ID cards. His roommate had spiked hair. It was above the ears and collar, it was not dyed, it was just styled differently. Nothing crazy. I didn't think twice about it. But the lady at the ID office wouldn't let him get his ID card until he got his hair cut.

#2 Another relative went on a co-ed camping trip, which was against the rules, although they weren't aware of it. Those who refused to rat out the others got expelled from school. Those who ratted out the others were allowed to stay.

In my experience, although the honor code is similar at both schools, the implementation/attitude is not.
