I think the idea is contact vs pushing
Arms contacting vs a legitimate push in the back. Called way too often in high school still when a 6'10" player rebounds over the other teams 6'3" center over and over which leads to his line about not punishing a player for being tall and taking away his advantage.

NBA level though there's a push in the back on almost every missed shot, I think
