defenders get really close, dribbler pushes off. thats illegal contact by the offense, gets called all the time.
But i get what you're saying, bumping the hips of the dribbler is always the defenders fault. Thats because they are moving to a new position on the court and are making contact when they weren't able to maintain a legal guarding position
