#1 - A defender does not have to fall for a charge to be called.
IMO, the way to fix flopping is to NOT REQUIRE it. It is very rare for a charge call to be made unless the defender falls down. As a defender, I once drew a charge call and the complaint from the other team was that it couldn't be a charge because I didn't fall.
Now, the other team sounded silly, but in practice they were correct.
