It gets a little harder if the defender isn't in legal guarding position
but a player can not just charge over another player no matter what position the other player is in. If someone was facing their defende and a dribbler just plowed over him it would be the dribblers foul.
The foul I find hardest to call is the mid court lob pass where two players are going for the ball. There is usually a bad collision and often no clear cut player who was in position.
