I'm with you on 1 - 5, they would help the game.
I'd have to think about #6 for a while.
I would add maybe going from 5 TO's to 4 per game. And if a timeout is call within a minute or so of a coming tv timeout, combine them. It drives me nuts when you go from a TO to 28 seconds of play, then back to a TV TO. It really messes with the flow of the game.
