In reality, it's hard for the first guy to gain possession and then do anything, such as pass or get up without traveling, before an opponent jumps in there. If the second guy can jump in there fast enough, then the refs are hesitant to call a loose ball foul. I'm with you though. I don't like the brawl aspect of it, but I'm not sure how you fix it. It's currently one area where hustling can make a difference.
