Mine was only a suggestion and there have been many. The intentional foul keeps teams from automatically grabbing the worst free throw shooter. My suggestion may not be the best one but I cannot think of how to fix what everyone agrees is a problem. The final minutes of a basketball game do not look like the previous 38 minutes.
