But I haven't lived in Utah in 30 years. I can tell you it's seen very much like that to people outside the bubble. Yes it's hyperbole...but hyperbole is a literary tool used for emphasis. To most college football recruits, the Honor Code is very much Taliban-like...metaphorically. If you don't believe that, you probably haven't been outside the bubble much.

Now granted...there are those who view the Honor Code with respect...but still want no part of it. But most think it's just crazy to expect an 18 year old, full of testosterone to not chase skirts...or drink beer...or even grab some Starbucks.
