Football Outsiders

They have a ton of advanced metrics both for college and the NFL.

It's based on stats, but the formulas they use are based on their opinion of what's important. So I don't know how to answer your question. They adjust for SOS and don't include games vs. FCS teams in their calculations, hence my comments about certain games not counting for much.
