I don't think it's so black and white - plenty of laws are regularly broken but only selectively enforced. Let's take
for instance something like.....hypothetically speaking.... supplying alcohol to minors. Happens all of the time on very campus in America but is rarely enforced. Sure, if the cops walk up and see it, then fine - or if someone gets hurt then fine they'll investigate .... but if reported by a third party days later an no one is hurt, I'd bet that more than 90% of the time it's never investigated.

But what up if it ends up all over the news. Does it force the police to investigate? Does it force campus security to investigate.


Should "the law punishment be met" -- I don't think so. I don't think the law has any business knowing about something like this hypothetical.
