$25M included a demo and rebuild of a significant portion of the RB to fit the
new pool. It would've required knocking down walls and extending the footprint/foundation. It would've required reconfiguration of parking lots, etc. It's more than just digging a hole and turning on the garden hose.
Not cheap, but that's what was planned and promised. It's also what could've been funded if the university allowed it.
