You should include water polo in your analysis as pool facilities are used for both water polo and swimming (as opposed to a football stadium which is normally not used for soccer or baseball). In any case, I am not sure I understand what you're trying to say. Yes, the PAC 12 schools have a bigger athletic budget, but I would argue that if BYU wants to be perceived as "elite" or on par with major conferences, then it would take seriously non-revenue generating sports and excel at them. They have historically done a good job of excelling at the non-revenue sports, but this maneuver with the pool appears to show a lack of support for them. UCLA, USC, etc. would never build a sub-par pool.
In my response to rockhound, I outlined the stats on water polo and the PAC 12. They are absolutely the most dominant in the country. It isn't even close. They are more dominant than the SEC is in football.
