We have a similar policy. I actually take 3 weeks when it used to be 2 allowed.

Newer employees used to only get two weeks vacation. Since I plan ahead and ask in advance, I am averaging 3 weeks. My boss says he is very happy with that. So, I guess it depends on your boss.
