Sure, the idea of a red shirt for someone that doesn't know the game and needs to be in much-better shape makes sense. But I can think of a bunch of reasons why you would want to play him. Some players need to be on the field, or at least have the opportunity, to progress. There are logistical reasons I can hypothesize as well.

I don't think it's a foregone conclusion him that he will never red shirt either.
