The fact remains, Tanner does great against terrible teams.
And terrible against good ones. Troy is a mixed bag, but was clearly on par with Tanner. Let's compare AQBR against P5 teams only, shall we?

Tanner:
Nebraska (94.1)
UCLA (60.4)
Michigan (28.5)
Missouri (68.0)
Utah (38.1)

Again, Nebraska isn't a reasonable data point, so without Nebraska (where he threw only 11 passes) his AQBR is 48.8. Then Troy:

USC (93.2)
Cal (65.9)
Arizona (44.1)
OSU (15.6)
UCLA 50.3)
UW (68.9)
ASU (75.3)
Oregon (30.9)
Colorado (43.5)
Indiana (12.6)

Average? 50.3. Tanner padded his stats against the Weak Sisters of the Poor and he's been average against P5. Troy's been average against P5 too, but there is clearly a reasonable basis to believe that it's a toss-up between the two of them.
