there should be no necessary evils in the honor code
It is simple, don't allow anonymous snitches, and instead of telling students they will be punished for not telling, they should be told that telling the HCO should be a last ditch effort after attempts have been made to change behaviors.
Leaders do not solve problems by snitching, they take responsibilty and compassion for others and try to help them. Only when that doesn't work should there be any utility at all for a HCO.
