That could be fixed, but it would take an overhaul of the health care system that many in this board wouldn't want, I.e. More regulations for fixed prices. The reason nobody knows how much your X-ray is going to cost is because the hospital has different negotiat d prices with the different insurance providers, all of these are somewhat based on what Medicare says it a fair price to pay.
