It's actually the opposite. Doctors are insentivised to cure patients

the more a patient comes back for recurring treatments, the less the doctor makes because he is not seeing other patients and the cost of caring for the patient is going up. Doctors are paid to fix a certain amount to fix an issue/ailment. If they do it quickly with low cost, they just made more money. If they do it slowly for a lot of cost they are cutting into what they could be taking home.
