Or change it so the insurance pays the individual X amount for issues, and the

individual can shop around (posted prices), and the individual pays the doctor/hospital directly (kind of like car insurance). If they get a good price the individual could come home with money OR they have the option to go to any doctor at any time because they are paying cash and could decide to pay more out of pocket for premium service.

I know it is a little more work for the individual, but the savings would be WELL worth the little extra time. Car insurance does not take that much extra time.
