I asked the parking office this question. They told me they won't even consider it until every spot
Is used throughout they day - including the Y lot spots by the stadium.
He also told me that the cost of the parking structure by the tanner building was the same as a temple in South America so the need would have to be very great to justify a giant parking structure.
