Poor student test scores. That could be determined by evenly

distributing kids throughout classrooms based on the previous end of year test scores. If one teacher’s class has consistently poor scores for multiple years, there’s a common denominator there and they can dive deeper into evaluating their teaching technique/skill.

That’s just one example.
