Every teacher gets bad students. With 30 students a class things even out.

A better free market method would be to let students and parents bid on teachers and let teachers take as many students as they feel they can handle (and as many as the parents think they can take).

They can do that. Teachers are employed by the districts. Yes, you can't fire without just cause, but teachers get moved
