Would you prefer:

1) stay at your current salary and job security

...or...

2) take a % raise with an increased performance evaluation requirement

I’m many cases, those who prefer #1 should be encouraged to find employment elsewhere

They can do that. Teachers are employed by the districts. Yes, you can't fire without just cause, but teachers get moved
