And most kids never finish and the schools know that. Schools accept
too many students imo, knowing full well that many they accept will never finish. I think along with dropping costs schools should be required (that get federal funding) to vet students even more carefully and even measure how likely they are to finish. I don't know exactly how you would do that but I think we need to figure it out.
