i agree, but a couple things:

1. nobody is saying that people should be able to ask why you need a service dog, or what your disability is. That is not okay, if somebody does that, then yes, they are going too far. Licensing or identification can be generic. No need to put Chrons on yours.

2. People abuse this far too often, in the last few years its gotten worse. Id say 1-2 of every 10 dogs in a vest you see are actual disability service dogs, and another 1-2 is a legit comfort dog with a legit reason. There currently is not a simple, foolproof way to distinguish this at first glance. There needs to be a massive penalty for people using vests without need. Im not sure if there is currently other identification that these dogs wear besides the vest, but if there it needs to made obvious, and if the fakers put that on too, then they should be penalized. 

3. I agree that it can be frustrating to have people ask periodically to see your dogs ID, thats why it should be on the dog visible. 

4. It should be visually obvious if its a service or comfort dog. As you said, each of those has different levels of legal access. 

5. building owners should have the right to deny an apartment (or not resign a lease) to a family with a comfort dog. (but not a service dog). I get that its not super awesome for the person with the comfort dog, but at the end of the day, the building belongs to the owner, and if they dont want dogs living there, that should not be forced on them.

6. im sorry that people give you those looks for using your pass, seriously, that is messed up. I might judge if i see a car with no sticker/plate/tag/pass parked in a HC spot, but never just based on the look of the person. They should be smart enough to know that not all HCs are obvious or wheelchair based. Dumb people
