Animals and outward identification should be required.
If my service dog is working it is MY responsibility to let the publoc kow it isnt acting as a pet.Thus there should be proper uniform unmistakeable ID.
There should be a constant public service ad campaign to educate the publoc of what a service animal is,what the ID is ,and proper actions around them.
This should be taight in s school as well as theoughout regular public ads.
Comfort animals should not exist.
The animal is either a servoce animal or it isnt.
That doesnt mean an animal cant be a comfort animal.
It can be,but if you want it to have same rights as a servoce animal it ahould go through a process to be designated a service animal as well and comply with proper id. They too ahould be treated as workong and not pets..no diffetence between the animals except in duty.
Thus that animal needs to prove it comfotts its ownerand or performs duties which relieve whatever issue the owner has.
