We should have a goal of 100% prevention outside of

those who are engaged in euthenasia, and there may be some that might be "inevitable" because a person's issues are to difficult to address, but allowing us to say, "oh well some will just do what the do," allows us to be lax in our diligence to help those with emotional or mental issues.
