Well like you said the first step is providing a decent
Place for fans to do it, easy access, visible, close to the stadium etc. to me that’s the first big step to promoting it. ND and other places don’t have to promote it per say because it’s already a tradition for many. If the above was first provided by the school it would grow over time. Then just some minor pr to let everyone know about it where it was etc because right now many don’t know etc. and then stick with that spot. I think the grass lot to the west of the stadium would be perfect. Parking is a higher priority however. And that’s the other issue. Parking has always been an issue. To answer your other question families can tailgate too but even if they don’t there are plenty of college students, young families wo kids And the older fans/empty nesters that could go.

Like i said it would need to grow over time. It’s never been a thing so many just don’t even consider it or plan for it etc. 6 home games a year? Very doable if planned for. 1st step is making an area available that meets the criteria above.
