Same rule applies. A few bad apples will make the location 4.4 instead of 4.5

But it's a trade-off on his part. He doesn't see the $100k as a worthwhile investment bc it will be a marginal increase in his reviews and the service quality.

That's totally okay and won't put him out of business. If it does, he has other problems besides a few people leaving a bad review about the service
