The biggest difference is that Chinese New Year happened. It was a natural barrier to the virus spread, because people
were already returning home. So, the majority of the INFLUX was TO Wuhan, not away. And of course there were people in other locations who interacted with people or traveled to Wuhan prior to the lockdown.

But the timing of this for China was incredibly lucky. On Jan 23, literally the day before Chinese New Year started. Nearly 90% of travel was complete. People had already arrived home, or they were on the way and would be turned away outside of Hubei province.

That meant that just by locking down Wuhan, you eliminated the core of the threat, and only had to collect the rest of those affected. And naturally, again due to the holiday, most people spend the first 2-3 days of the holiday INDOORS, with family.

When Wuhan locked down, directions came out for anyone who had been in Wuhan to sequester themselves from families. The Chinese had already been thru SARS, so it was nearly automatic for them to stick Dad, who might or might NOT be sick in another room with a computer and feed him for a week.

This is how it worked, complete isolation even in families. And the results speak for themselves. To have 1.4 billion people back to work, interacting, and not transmitting the illness (so far as we know), is almost miraculous, but it was a result of incrementally reopening the dam of people, and allowing them to return to work. And by that, I mean people coming from outside Shanghai, etc still have to do another 14 days on arrival if they aren't from neighboring provinces.

The other part I've mentioned is that they came up with a way to track people using their phone information. They could use an algorithm to check where a person was primarily located. Were they actually quarantined, or were they out wandering the streets. All this created a QR code that shows your HEALTH RISK status, and allows you to work freely, attend meetings (using common precautions), and to go to work, or out for lunch.
