You're correct.
I believe it's also used if they prohibit a school from offering any scholarships for that sport, but still allow them to play games (like the 1988 season for SMU, where they were allowed to play, but chose not to because they couldn't field a team).
SFA is losing scholarships, having wins vacated, and getting fines and a post-season ban. It's not the death penalty.
