The schools themselves have nothing to do with an individual coach cheating on his taxes, etc. But if the AD and several members of the staff know that a coach is inviting boosters to campus and then somehow defrauding them, and they turn a blind eye to it, then yes, the program itself should be subject to NCAA sanctions.
