I'd wager than even if you took the top players for the NFL developmental

league and left the others to the universities, the university teams would still have much more public interest than the developmental league. Also, if football was dropped at the collegiate level in favor of an NFL developmental league, the players would be that hardest hit with far fewer opportunities and football in general would suffer greatly.
