How can they guarantee the game when it's not up to them?

So what happens if UW guarantees the game and then is forced to play Utah? Does UW get to tell the PAC what to do? Does BYU just say thanks for trying and leave it at that? My guess is the point of the guarantee is that you get paid if you don't play, am I wrong?

Now, if BYU can arrange for all 11 other PAC schools to miss a week then UW can make that guarantee they can play but while there is still another PAC open, they don't have a choice!
