If a job is essential enough that it needs to be filled, the worker doing the work for 40hrs a week should not require government assistance to survive. In Utah County that would be about $14/hr for a single adult living in a shared apartment and using public transportation. After taxes, rent, and utilities it would leave a person 40/day to survive on. They could still technically qualify for small amount of assistance depending on their situation but largely could survive without.
