I'm not assuming anything. I'm looking at all of the facts which are many and...
then coming to most plausible and realistic conclusion.

If Usain Bolt was was fanatically committed and dedicated to his craft like Tom Brady, who lives a very regimented and disciplined life where everything he eats and does is all about keeping him in tip top physical condition, I would give Usain Bolt the benefit of the doubt. But Usain is not Tom Brady by any means.

In fact it is a well known fact that Usain does not like training. Usain's Party exploits are also well documented. At the time Usain was busy going from one of the world's top 200M sprinter's, but not very competitive in the 100M, to becoming the most dominant sprinter in history, Usain was also building a very large reputation as a world class partier and carouser.

What sets the truly great athletes apart from the really good ones is their almost OCD like and fanatical work ethic and dedication to their craft. When everyone else had gone home for the night, they are the ones that are still training, still studying, still grinding, relentlessly dedicated to becoming better.

In Usain's case, once he had finished his regular training, he was busy getting ready to go party and have fun. Even Lance Armstrong was a relentless trainer, always working and grinding to try and get better. In Lance's case, he just was not willing to leave anything to chance.

Bode Miller is a great example here. When Bode was in his 20's there was 2 Bode Miller's. When Bode was laser focused, dedicated to his craft, doing the little things, Bode was hands down the greatest skier on the mountain. Unfortunately, Bode liked partying and carousing which significantly detracted from his abilities as a skier. Bode would even sometimes ski events hung over.

With all of the available evidence in Usain's case there are two conclusions any of us can come to. Mind you doping in professional athletics is very well documented.
Option A- Usain Bolt went from one of the world's top 200M runners but not extremely competitive in the 100M, to the most dominant 100M and 200M sprinter in history, while having a complete disdain for training, not completely dedicating himself to his craft, and was busy building a big reputation as a top notch partier and carouser. During this time Usain went from having to give it his all to medal in the 200M and not even getting close to medaling in the 100M most races to becoming so good that he would win most races by many meters often being able to slow up and start celebrating 10 to 20M before the finish line while still winning in convincing fashion.

Option B- Usain Bolt, in a sport known for doping, and with a clear disdain for training, decided to take a short cut and get come artificial help.

People can come to their own conclusions here. If Usain was a well documented relentless trainer and had a legendary work ethic, I would 100% give him the benefit of the doubt. However Usain was not a relentless trainer. He did not have a legendary work ethic.

Usain readily admits that at the time he made his monumental jump in sprinting, he hated training and loved partying.

I believe the idea of making a monumental advancement in ones abilities, while hating training, not having a legendary work ethic, at that time, and building a reputation as a partier and carouser to be incongruous. The two simply don't jive, IMO.
