Does he use an E collar with a remote? If so, it could be a sign that the dog
has a very high level of training. Walking a dog off leash correctly, (by the owners side, healing, listening to commands, without it running off) typically takes months of work to get them to that point.
If the dog is just running all over the place off leash that's a totally different story obviously.
