Military so about $22k of that (housing stipend) was tax free, likely wasn’t paying state income tax, going to get a pension and will have the GI bill to use for kid’s college.
But at the same time He had 5 kids and his wife was a stay at home mom. So I’m sure making a little extra helped them live a little more comfortably and maybe he wanted to get out of the house every now and then. I also doubt he was working an extra 20 hours/week.
A fellow Junior Officer who was single with no kids felt very guilty and lazy when he ordered sushi from a place across the street and this guy came to deliver it to him.
