Don't buy into the hype that Utah and TCU were picked solely because of performance. I would argue that for the Pac 12 1) Cultural Fit (which unfortunately is a by-product of liberal west coast schools and markets) and 2) Revenues are way more important than on-field performance. For the most part, on-field performance just has to be good enough so that it doesn't appear that the conference is just money grabbing (which is what they all are doing). In some cases (such as the Big 10 taking Rutgers and Maryland) they don't even try to hide it.

The PAC 12, as has been stated on CB multiple times - passed on BYU because of cultural fit, not because of Utah's record, and the hope was that Utah would grow to own the Utah market. To Utah's credit they have made some improvements, but not to the extent that the PAC 12 needed before BYU's big 12 invite. I think now it is starting to sync in.
