They lack leverage, they have to negotiate their media contract next.
Meaning, how are you going to get media partners to commit when they won't know what your programs and brands will be for the term of the contract. The PAC is entering negotiations now and they need bodies immediately. The only way that that contract will consider UW/OU as part of the analysis is if there is a binding GOR for the conference for the term of the contract.

If UW/Oregon want to leave in the next decade, why would they sign a GOR? If they don't sign a GOR, then it is obvious that the PAC is done. The PAC may be done anyways.

So, if you are a Utah or Arizona or ASU without a path to the SEC or B1G, where do you go? PAC/MWC merger? PAC division in the Big 16? And you need to decide soon, because you are the one with the contract deadline with media partners.

Meanwhile, the Big 12 is locked into it's current media contract with the new partners for the next two years. The Big 12 has the benefit of being the second mover and the benefit of being able to say, we talked with our media partners here is what they would offer for these teams plus a GOR.
