Exactly, not all PAC schools, just the cream.

My point is if you take in say 4 or even 6 PAC schools (that is a big chunk), present it as a SORT of merger. It's not a merger and it would still be the XII. But that change in messaging could positively affect perceptions of the action and outcome.
