I don't know how they run their business, but the odds of Honda selling the part to their dealer for $30 are quite low.
My guess is they are selling the part to the dealer for closer to $200.

Hmm. That part lists for $306 from the dealer. Yes there are cheaper parts out there, but they can't/won't sell them
