Marking it up to $60 or even $75 would be expected because, hey, it's got the Honda name stamped on it. Honda choosing to mark it up to $300 is a great way to lose trust. A dealer throwing up their hands and claiming there's nothing they can do because Honda tells them to charge $500 for a $200 job (and even that's generous for this particular 15 minute repair that's easier than an oil change) is lazy and loses trust.
I don't care who ultimately is stealing the money, but the dealer gets the blame because they are the ones physically taking it.
