Utah has three losses: @Florida, @UCLA, and @Oregon. All on the road, in legit environments, and they lost to good teams. Florida is by far the worst team on the list, and regardless of Florida's record, it's hard to go into the Swamp in September and win. I won't argue if you call it a bad loss, but that's way different than loses to Western Michigan.
Utah has also taken care of business against every other team they've played. All their wins have been by double digits except for two (1 point win against USC and a 4 point win against WSU). Utah is a good team.
But, if I had to choose between every conference gets an autobid and no autobids at all, I would choose no autobids at all for this exact reason. What if Purdue beats Michigan? I don't think Purdue deserves to be in, but they would have won their conference.
