My BYU sophomore daughter has lived 2 yrs at Heritage Halls w/out a car
She walks, bikes, and takes the UVX. Having to walk a mile to a car parking lot is often par for the course for on-campus housing. 25% of BYU students don't own a car, so it's actually pretty common for students to be walking around everywhere at night..

Shoot, even at the University of Georgia, my friend who was married with kids was not allowed to park his car in MARRIED on-campus housing when there were big events (like a football game). It's not super convenient, but it's not terribly uncommon, I think.

Luckily BYU was rated the safest campus in America, which I couldn't say at all for the UGA campus.
